Cassian had a flock of royal guards around him as he walked through Cambria, arms locked behind his back. Alys, Regan Lassiter, and Isaac Hudson were closest, and though the king hadn’t said anything yet, it was clear he intended to. Something about the way his eyes jumped.
“Tell me,” he glanced towards the three, eyes taking them in before returning to where he walked, “what do you see? A Nevermerean city?”

He felt oddly out of place between Alys and Regan. He still didn't understand what was going on between the two women, but he had decided to give it some rest. He had teased Regan about it on the way over to Cambria, but now that she knew about his wives and the situation back in Coheed, he didn't feel like it was his place to pry further. They knew about the same amount of information about each other now.
Yet, here he was, walking besides the King's two most powerful witches, and then him, a Coheedsman who had somehow managed to become the King's royal guard on this tour. His eyes wandered around the city while Cassian asked his question. "A Nevermerean city in the works", he responded, perhaps taking a risk by talking before his female counterparts did so. "From what I've heard about Coheed, Cambria seems a tad more unwelcoming to Nevermere's influence. Nothing that can't be changed, of course." His eyes followed some women that walked through the city. Cambria had such a different vibe than Nevermere, or apparently Coheed. It was just women here. "I do not doubt Nevermere's ability to turn this into a real Nevermerean city. They simply live very differently from us." Was he talking too much? He realised that being around Cassian made him nervous, because he wanted to impress the man. It meant he talked too much, feeling like he needed to explain his every thought so the King wouldn't take it the wrong way.

Cassian listened, silently agreeing with Isaac. Cambria should have been furthest along at this point, but they were furthest from assimilation. It was frustrating but he had solutions.
“It needs more men as an integral part of what is happening.” Alys contributed after Isaac was finished, eyes cutting around her not in an unfriendly way, but certainly not with admiration. They could all see it: women were everything. Nevermerean soldiers were present, but they didn’t live among them. They lived in their barracks. The efforts to breed in weren’t going so well.
Cassian again agreed silently. His eye then fell to Regan Lassiter.

Regan walked alongside the king, for the first time in some time focusing not on him but on the world around her. She watched the women of Cambria, with their exotic dress and their powerful frames, move about their daily lives. Yes, some of the trappings of Nevermerean life were present — stone homes, the touches of some clothing and amenities, but the feeling was still one far different than that felt on the shores of Skia. Regan’s brow furrowed as she observed in obvious thought. Alys’s voice was enough to drag her from her musings. Natural irritation that it was. It took her a moment to realize Cassian’s attention had turned to her. Her brow still rumpled, she sighed.
“No, I don’t think it’s about men—not entirely anyway,” Regan said, eyes tracking back to the Cambrians as she scowled, “You can have every Cambrian woman in Nevermrean dresses, living in stone homes, training side-by-side with men, and even—well, you know…but that’ll only ever change the surface,” Regan’s tilted her head to the side as she observed a pair of Cambiran women sparring, “It’s not about influence, it’s about authority. If we’re just guiding them to take Nevermerean influences, they’ll only ever pick up the convenient ones. Authority is about obeying even when it’s not. Convenient, I mean.”
Regan looked back up at Cassian then, furrowed brow relaxing the longer she took him in.

He listened to what both women said. Even now, Regan didn't want to agree with Alys. He wondered whether it was to be petty or if she truly felt like it wasn't about the men. She did have a point when she brought up authority. "I'll be the first to admit that I still have a lot to learn about Nevermere's ways," he said, looking from Regan at the King, "but perhaps it also allows me to see things differently than Nevermere born soldiers. I haven't spoken to her, so I can be completely wrong, but I do get the feeling that the chieftess is more Cambrian than she is Nevermerean. Perhaps that's the authority Regan referred to." He didn't know much about the whole Ellis ordeal, or about Odina being one, but he did feel, judging by the brief moment he had seen her, that the woman wasn't actively trying to get the women of Cambria to accept Nevermere's influence. He also didn't mean to speak for Regan, but it was just his own two cents that he added to the conversation.

The depth of thought conveyed in Regan’s response surprised Cassian. His eyes lingered on her an extra, thoughtful beat, appreciating what she had said. When Isaac chimed in to support some of what she was saying, he had words in return.
“So then,” he concluded for them, “you consider the current authority insufficient? Would a Nevermerean man at the top serve our purposes?” Nothing about the question conveyed the slightest edge of tongue-in-cheek, though it was surely there, gilded.

Ever since Cassian’s trust in her had been shaken, Regan had made an intentional effort to be more guarded. More professional, some might say. But it was a difficult endeavor, and it didn’t take much from Cassian for the surface of that shield to crack. The extra beat that his eyes stayed on her had the corner of her lip twitch, her eyes go soft. But as soon as the look appeared, it was gone again. She returned to attention at Cassian’s side, looking out over the Cambrian’s with a partly raised eyebrow. After a moment’s consideration, she spoke.
“If the governor was, uh, arranged to take a Nevermerean husband, you might kill two birds with one stone. Not upset the…natives by removing her entirely but elevating someone else that way.” Regan shrugged. “Seems a little weird she’s still not married anyway. Isn’t she supposed to be a Nevermerean princess?”

He had spoken too much, which had made Cassian ask a question. One that would have been a great moment to impress the man, but Isaac felt like he wasn't good enough at reading Cassian to know what the correct answer would be. Because he didn't want to speak before the women again, he remained silent to Regan or Alys could respond to the question first. After all, it had been question for them all. The man nodded when Regan spoke. "It might be productive to have a full Nevermerean person present in Cambria, whether it be a husband for the governor or an Overlooker. Marriage certainly forms a bond between kingdoms", he said, lightly refering to Cassian's own marriage with the latter remark. He wanted to add that he didn't doubt Cassian's choices, and if he felt like Odina was a good fit, that he was right, but he didn't want to be a kiss ass.
