Inasmuch as we have learned that the Allemeades have maintained their connections with the Eldouir; and that gifted-perpetrated violence presents a clear and present danger to the citizens of Lorendale: I, her Royal Majesty Queen Magdalena Iliana Rainecourt, decree a new set of regulations to govern the gifted of our kingdom. For the security and welfare of all our citizens, the following regulations will be immediately implemented:
All gifteds will be required to register. Upon registration, the individual’s gift will be assessed to determine the relative risk they pose to society. Gifteds who have already registered will be called in for further assessment. Gifteds who choose to disregard this requirement will be subject to seizure and imprisonment.
Gifted whose abilities present a danger to themselves or others will be relocated to a compound where they can receive further training or take measures to neutralize the threat of their gift. Once the threat has been neutralized—through training or collaring—they will be allowed to travel freely again.
If a gifted is deemed safe to participate in society, they will be required to wear visible identification so that others may be aware of their abilities. This identification must be worn on one’s clothing and will be issued by agents of the crown. Gifteds whose abilities are above a certain threat threshold will be required to check in regularly with the commission of gifted governance.
Additionally, gifteds will be offered the option to relocate to Rainecourt Keep in Nevermere, in the territory formerly known as Coheed. Gifteds who select this option will be required to notify the commission on gifted governance.
Those who choose to act against the wishes of the crown and oppose the rule of law will be met with harsh and swift justice.
