Tybalt groaned, and rubbed the back of his neck as he thought things through. It was the sort of situation which he really didn't want to be getting into an argument about. Truth be told, he was more inclined to side with Remiel, and Scout on this occasion. "It's true that he has had some previous affiliation with the Eldouir. However, every time he has encountered them since, it has been to try and put a stop to them. He fought with Titus, and me, during the ambush. Had he sided with Hiram, there's no doubt in my mind that I would not be here today speaking with you all. He could have, and suffered very little consequence for it, had we died that day, there would have been nobody to tell the tale. So I stand by him." Tybalt's resolution was firm, and made it clear that he would not be moved on the subject.
"However..." It was to Scout that he turned now. "Given the animosity that exists between Hiram, and himself, and the fact that Honora has taken up residence as well, I can only advise that he keeps a low profile for the time being. If we're trying to avoid giving the Eldouir a cause to react, until we're ready to fight them, placing one of their enemies atop a pedestal right before their very eyes, is a provocation I'd rather not risk."
Now came Felicity's proposal. "We can certainly send some collars to the marshals." That was an easy enough task. "I can't caution enough against using them as anything other than an absolute last resort. Given our history, the collars are seen as a symbol of repression, and are a bitter memory to all. With all of the incidents, and unrest within the kingdom, if we start collaring gifted, I fear they may look to the Eldouir as an alternative to the crown, one which won't want to put a collar round their necks."
